Great Bear Lake Project, Northwest Territories

RainCoast Environmental led permitting and engagement processes supporting the issuance of a transboundary Type A Land Use Permit (Sahtu / Wek’èezhìi) for the Great Bear Lake Project (previously Sparkplug Project).


The project is located in a culturally, spiritually, and ecologically sensitive area, where close and collaborative engagement with the Délı̨nę Got’ı̨nę Government and other stakeholders was central to the permitting process.


Key responsibilities included:

  • Development of a transboundary Type A Land Use Permit application 
  • Leading and documenting engagement with relevant Indigenous communities and organizations 
  • Oversight of archaeological consultants and targeted studies 
  • Coordination with regulators and agencies, including GNWT and CIRANC Inspectors, Canadian Nuclear Safety Commission, and the Mackenzie Valley, Sahtu, and Wek’èezhìi land and water boards.
